The Heritage Foundation throws itself full-force in many of the nation's toughest battles, but it has found itself embroiled in a duel with a formidable opponent for a few years now: the Capitol Hill Restoration Society.
In 2007, Heritage made a purchase for nearly $3 million in at 227 Pennsylvania Ave., SE, and has sunk $4 million in restoring the 1887 structure. But it's the little bit of territory on the top floor that is the sticking point, Washington City Paper reports. After much back-and-forth and arguments over whose jurisdiction it falls under, it all comes down to a three-judge panel.
UPDATE: The title may have been a bit misleading. Heritage writes in to point out the building has been in use since last summer. What remains to be seen is the fate of the top floor.
